Running a tight ship

My neighbor decided not to let her dogs run free this morning.  As she was pulling out of her driveway, she saw three of them running around in the yard across the street.  So she took action. She stopped her car, got out, and pointed at the house and started yelling at those dogs.  By this time they were up around her car. When they didn’t immediately run back to the house, she marched toward them, pointing and yelling. They didn’t ever make it to the house, but I’m sure she got the point across.
Wow. I’m glad she is so decisive and such a stern disciplinarian. Those dogs might be running all over the neighborhood now if she hadn’t come down on them like that.

Was she too harsh?
